Piping Optimization

A sink, located in a circular building with radius of 10 ft, is to be connected by pipe to a well.  The center of the building is taken as (0,0) and the coordinates (in ft) of the sink and well are (4,-3) and (12,15), respectively.  The cost of laying pipe (including materials and labor) is $5/ft indoors and $10/ft outdoors.  Determine the minimum cost for laying this pipe and the pipe lengths needed indoors and outdoors.
